6 Month Old Dog Having Trouble With Potty Training...HELP!?

We adopted our dog at 11 weeks old. Not being the first puppy we had, we started him off with crate and potty training. He is six months now and still has not got the "outside" thing down.

I have a male four year old small mixed dog. I moved in October to a house that has a lot of carpet. In the past I had very little. I had a friend come and visit in November with her small male dog.
