Potty training puppy?

Now for the first time I own a couple little tiny dogs. I have owned only dobermans (7 of them) and 1 scotty. I now have a corgi chihuahua cross. This little guy has been very difficult to house break. My scotty was too, so I am crate training like I did with Ms. Scotty Dog, but Mr Corgi Chihuahua insists on using my living room as his powder room. Is this particular cross more of a challenge....I thought nothing could be more of a challenge than a strong willed scotty...she was eventually housebroken by age 2.5 years. Do any of you out there have experience with corgis or chihuahuas and how did you housebreak them? Any suggestions helpful. I take him out about every 2 hours to powder his nose.
